The research allowance is available to any company that engages in innovation and research in Germany and pays taxes in Germany. A prerequisite for the allowance is a certification of the project by one of the certifying bodies. The latter examines the application on the basis of the rules of the OECD’s Frascati Manual, which determine what counts as research and development, and according to the provisions of the Research Grants Act.
